So there are two groups of these guys among the Imperials who happened to drop onto the same planet (each from different hive fleets) and have largely eliminated all opposition on the planet.
The two Patriarchs' psychic signals, unbeknownst to them, are incompatible and cancelling each other out, so both hive fleets are completely unaware of the planet they are on. They are all currently finding ways to kill time while waiting for something of note to happen...
