being a shrinking villain is already a pretty hard job power level wise, but becomes another huge issue when the heros that are stopping you are... morally grey at best.

after the phoenix program went into effect the crime rate for tiny villains subsided almost completely! they must all have been reformed by now right? well, "reformed" is one word for it... they certainly don't look the same anymore~
